DIGEST 

Currently, both the Office of Rural Affairs and Office of Small Business
Assistance within the Texas Department of Economic Development, report
their activities each even-numbered year to the governor and the
legislature.  Presently, information for the fiscal year immediately
preceding the due date of the report cannot be included because of the
required due date.  Modifying this date to provide an additional 45 days
would allow these activities to be included in each report.  H.B. 1148
would regulate reports related to certain offices within the Texas
Department of Economic Development.   

PURPOSE

As proposed, H.B. 1148 regulates reports related to certain offices within
the Texas Department of Economic Development.   

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 481.0067(f), Government Code, to require the
Texas Department of Economic Development (department) to submit to the
governor and the legislature, not later than October 15 of each
even-numbered year, rather than September 1 of each even-numbered year, a
report containing certain information. 

SECTION 2.   Amends Section 481.0068(e), Government Code, to make a
conforming change. 

SECTION 3.Emergency clause.
  Effective date: upon passage.
