DIGEST 

Currently, a municipality is required to have a resident commissioner on
its housing authority to serve one two-year term. H.B. 1149 would allow a
resident commissioner of a municipal housing authority to serve two
consecutive two-year terms. 

PURPOSE

As proposed, H.B. 1149 allows the commissioner of a housing authority to
serve only two consecutive terms.  

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 392.0331(f), Local Government Code, to prohibit
the commissioner of the housing authority appointed under this section from
serving more than two consecutive twoyear terms. Deletes text regarding
reappointed consecutive terms. 

SECTION 2. Amends Section 392.0331(f), Local Government Code, to make
application of this Act retroactive. 

SECTION 3. Emergency clause.
           Effective date: upon passage.
