DIGEST 

Currently, under Texas law, a court security fee may be charged as a court
cost in certain cases, and the money from the fee is placed in the
municipal court building security fund.  However, Texas law limits the
items that can be purchased with the fund.  This bill would add the
purchase of alarms, other security devices similar to locks, chains, and
alarms, and the purchase or repair of bullet-proof glass to the list of
items which may be purchased with the municipal court building security
fund.  

PURPOSE

As proposed, H.B. 1177 adds the purchase of alarms, other security devices
similar to locks, chains, and alarms, and the purchase or repair of
bullet-proof glass to the list of items which may be purchased with the
municipal court building security fund.   

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Article 102.017(d), Code of Criminal Procedure, to
include the purchase of alarms, other security devices similar to locks,
chains, and alarms, and the purchase or repair of bullet-proof glass to the
list of items which may be purchased with the municipal court building
security fund.  Makes conforming and nonsubstantive changes. 

SECTION 2. Emergency clause.
  Effective date: upon passage.
