HBA-ALS H.B. 1196 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 1196 By: Reyna, Arthur State, Federal & International Relations 3/11/1999 Introduced BACKGROUND AND PURPOSE The purpose of this bill is to enhance parental awareness and to foster community involvement in the social, economic, and cultural upbringing of children, and to encourage communities to host community and parent fairs to promote positive values for parents and youths. H.B.1196 designate the second Sunday in August of each year as Texas Parenting Day to celebrate the family and emphasize the importance of active parenting. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Subchapter C, Chapter 662, Government Code, by adding Section 662.046, as follows: Sec. 662.046. TEXAS PARENTING DAY. Establishes that the second Sunday in August of each year is Texas Parenting Day to celebrate the Texas family and to emphasize the importance of parents taking an active role in the raising and future of their children. SECTION 2. Emergency clause. Effective date: upon passage.
