HBA-NLM H.B. 1240 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 1240 By: Ramsay Public Education 4/20/1999 Introduced BACKGROUND AND PURPOSE Currently, the University Interscholastic League (UIL) is charged with the task of assigning schools to appropriate districts for purposes of interscholastic competition. This purpose of this bill is to allow the public to comment on the assignments made by UIL. In order to allow an opportunity for public comment, H.B. 1240 requires UIL to hold a public hearing before assigning schools to appropriate districts for purposes of interscholastic competition. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 33.083, Education Code, by adding Subsection (e), as follows: (e) Requires the University Interscholastic League (UIL), in order to allow an opportunity for public comment, to hold a public hearing before assigning schools to appropriate districts for purposes of interscholastic competition. SECTION 2. (a) Effective date: September 1, 1999. (b) Requires UIL to comply with Section 33.083(e), Education Code, as added by this Act, beginning with assignments to districts for the 2000-2001 school year. SECTION 3. Emergency clause.
