Currently, the University of Texas M.D. Anderson Cancer Center (M.D.
Anderson) provides allied health training and awards certificates in five
specialized areas.  Most of the programs require a person to have a
baccalaureate degree to sit for the required certification examination.
M.D. Anderson does not have the authority to grant any of these degrees.
H.B. 1314 would authorize M.D. Anderson to offer certain professional
degrees. 

PURPOSE

As proposed, H.B. 1314 authorizes the University of Texas M.D. Anderson
Cancer Center to offer certain professional degree programs. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 73.102, Education Code, as follows:

Sec. 73.102.  New heading: PURPOSE; DEGREE PROGRAMS.  Authorizes the board
of regents of the University of Texas System, if the Texas Higher Education
Coordinating Board (THECB) determines that the role and mission of the
institution should be changed to include degree-granting authority, to
prescribe courses and conduct allied health professional degree programs
related to the purposes of the institution.  Provides that the degree
programs are subject to approval by THECB.  Makes a conforming change. 

SECTION 2.  Emergency clause.
            Effective date: upon passage.
