It is believed that a monument on the State Capitol grounds would recognize the historical importance of the event in U.S. and Texas history. This bill would require the site of the Juneteenth memorial monument to be on State Capitol grounds. PURPOSE As proposed, H.B. 1368 sets forth the site of the Emancipation Juneteenth memorial monument. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Chapter 448B, Government Code, by adding Section 448.034, as follows: Sec. 448.034. LOCATION OF MONUMENT. Requires the site of the monument established under this chapter to be on the State Capitol grounds. Defines "State Capitol grounds." SECTION 2.Emergency clause. Effective date: upon passage.
