DIGEST 

The cost of maintaining county law libraries has increased, while the
revenue sources have decreased.  H.B. 1477 increases the maximum allowable
amount the commissioners court may set as court costs to be used for the
county law library.  

PURPOSE

As proposed, H.B. 1477 raises the amount of court costs imposed for the
support of the county law library. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 323.023(a), Local Government code, to require a
sum set by the commissioners court not to exceed $35, rather than $20, to
be taxed, collected, and paid as other costs in each civil case filed in a
county or district court. 

SECTION 2.  Makes application of this Act prospective.

SECTION 3.  Effective date: September 1, 1999.

SECTION 4.  Emergency clause.
