DIGEST 

Currently, the 392nd Judicial District is not included in the juvenile
board of Henderson County (board), which consists of the 3rd and 73rd
district courts.  H.B. 1532 expands the board's jurisdiction to include the
392nd Judicial District judge, and modifies language regarding board member
compensation. 

PURPOSE

As proposed, H.B. 1532 expands the juvenile board of Henderson County's
jurisdiction, and modifies language regarding compensation. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 152.1131, Human Resources Code, to include the
392nd Judicial District in the juvenile board of Henderson County.
Requires the juvenile board to elect a chairman by a certain deadline.
Requires the commissioners court to pay the 173rd and 392nd district judges
and the county court at law, rather than the juvenile court, a certain
amount.  Requires the commissioners court to pay the 3rd district judge a
certain amount.  Specifies that a district attorney with jurisdiction in
Henderson County has certain responsibilities.  Deletes text setting forth
the judicial board chairman, text regarding added duties, and text
regarding the 173rd Judicial District. Makes conforming changes. 

SECTION 2.  Effective date:  September 1, 1999.

SECTION 3.  Emergency clause.
