SRC-PNG H.B. 1576 76(R) BILL ANALYSIS Senate Research Center H.B. 1576 76R9269 KEL-DBy: Gallego (Shapleigh) Education 5/14/1999 Engrossed DIGEST The teacher loan repayment program was designed to provide loans to persons regularly employed as teachers in public schools, who are enrolled in a course that will lead to a certificate or endorsement to teach a primary or secondary grade subject in which the State Board of Education has determined that a teacher shortage exists. The program also provides loans to a qualified undergraduate or graduate student enrolled in a program leading to certification as a classroom teacher or leading to a master's degree in a field for which the student is seeking certification or already holds certification. In addition to addressing the need for educators incertain subject areas, the program has the potential to serve as a useful tool for attracting and retaining educators in higher education in certain under served or economically depressed areas. H.B. 1576 expands eligibility for the teacher loan repayment program to include Ph.Ds teaching at institutions located along the Texas-Mexico border.. PURPOSE As proposed, H.B. 1576 establishes provisions regarding the repayment of student loans for certain public school teachers and college and university faculty members.
