DIGEST 

Nonprofit youth groups that perform valuable and necessary community
service projects should be commended, congratulated, and encouraged to
continue participating in volunteer projects. Authorizing state park
administrators to issue park passes to volunteers would teach them the
value of service, increase community service in state parks, and provide
them with an incentive to continue participating in service projects
throughout their lives.  H.B. 1581 creates provisions which allow park
passes for nonprofit youth groups who agree to volunteer at a state park. 

PURPOSE

As proposed, H.B. 1581 creates provisions which allow park passes for
nonprofit youth groups who agree to volunteer at a state park. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 11.028, Parks and Wildlife Code, by adding
Subsection (e), to require the Parks and Wildlife Commission to authorize
the administrator of a state park to provide passes to nonprofit youth
groups who volunteer to help the carry out the duties of the Parks and
Wildlife Department at the park.  Defines "nonprofit youth group." 

SECTION 2.  Emergency clause.
  Effective date:  upon passage.
