SRC-DPW H.B. 1615 76(R) BILL ANALYSIS Senate Research Center H.B. 1615 76R6677 CAG-FBy: Uher (Brown) State Affairs 5/4/1999 Engrossed DIGEST Currently, Section 51.9335, Education Code, as added by the 74th Legislature, authorizes the procurement utilizing "best value" criteria and several competitive and negotiated procurement methods for medical and dental units, and expires September 1, 1999. The University of Texas System's medical and dental units have saved money when purchasing commodities and services since the implementation of this section. This bill would repeal the expiration date of Section 51.9335. PURPOSE As proposed, H.B. 1615 repeals Section 51.9335(f), Education Code. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Repealer: Section 51.9335(f), Education Code (provides that Section 51.9335 expires September 1, 1999). SECTION 2.Emergency clause. Effective date: upon passage.
