DIGEST 

Currently, the State Firemen's and Fire Marshals'Association of Texas is
not included as a body that is authorized to certify a volunteer
firefighter for specialty designed license plates.  This bill would allow
for the issuance of special license plates for volunteer firefighters who
are members of the State Firemen's and Fire Marshals' Association of Texas.

PURPOSE

As proposed, H.B. 1616 sets forth criteria for the issuance of volunteer
firefighter license plates. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 502.268(a), Transportation Code, to require the
Texas Department of Transportation to issue specially designed license
plates for vehicles owned by volunteer firefighters certified by the State
Firemen's and Fire Marshals' Association of Texas. 

SECTION 2. Effective date: September 1, 1999.

SECTION 3. Emergency clause.
