DIGEST 

Currently, according to an interpretation made by the attorney general's
office, hospital districts are not allowed to lease, manage, or operate any
health care facility in an adjacent hospital district.  H.B. 1666 allows
the Nixon Hospital District to contract with Gonzales Healthcare Systems to
lease, manage, or operate a health care facility. This bill also authorizes
the Gonzales County Hospital District to contract with the Nixon Hospital
District. 

PURPOSE

As proposed, H.B. 1666 authorizes the Nixon Hospital District to contract
with Gonzales Healthcare Systems to lease, manage, or operate a health care
facility, and authorizes the Gonzales County Hospital District to contract
with the Nixon Hospital District. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 3, Chapter 644, Acts of the 59th Legislature,
Regular Session, 1965, by adding Subsection (b), to authorize the Nixon
Hospital District (Nixon district) to contract with Gonzales Healthcare
Systems (GHS) for GHS to lease, manage, or operate a health care facility
located in the Nixon district.  

SECTION 2. Amends Section 10(a), Chapter 191, Acts of the 64th Legislature,
Regular Session, 1975, to authorize the Gonzales County Hospital District
(Gonzales district), through its board of directors, to contract with the
Nixon district located in Gonzales and Wilson counties, Texas, for the
Gonzales district to lease, manage, or operate a health care facility
located in the Nixon district. 

SECTION 3. Emergency clause.
  Effective date: upon passage.
