HBA-MPA H.B. 1666 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 1666 By: Green County Affairs 3/8/1999 Introduced BACKGROUND AND PURPOSE Currently, accordig to an interpretation made by the attorney general's office, hospital districts are not allowed to lease, manage, or operate any health care facility in an adjacent hospital district. H.B. 1666 allows a hospital district to lease, manage, or operate a health care facility operated by an adjacent political subdivision. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Subchapter H, Chapter 285, Health and Safety Code, by adding Section 285.092, to define "political subdivision" and authorize a hospital district to contract with an adjacent political subdivision to lease, operate, or manage a health care facility operated by an adjacent political subdivision. SECTION 2. Effective date: September 1, 1999. SECTION 3. Emergency clause.
