SRC-JJJ H.B. 1678 76(R) BILL ANALYSIS Senate Research Center H.B. 1678 76R7020 CAG-DBy: Rangel (Barrientos) Education 5/14/1999 Engrossed DIGEST H.B. 1678 would require the Texas Higher Education Coordinating Board (board) to develop a uniform recruitment and retention strategy to aid in creating a student population reflective of the state's demographics. Furthermore, this bill requires each institution of higher education to report annually to the board on the manner in which the institution has implemented its strategy. PURPOSE As proposed, H.B. 1678 creates a uniform strategy to attract a student population that reflects the population of the state at institutions of higher education. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Chapter 16C, Education Code, by adding Section 61.086, as follows: Sec. 61.086. UNIFORM RECRUITMENT AND RETENTION STRATEGY. Requires the Texas Higher Education Coordinating Board (THECB) to develop and annually update a uniform strategy to identify, attract, retain, and enroll students that reflect the population of this state. Requires each institution of higher education to implement the uniform strategy. Requires each institution to report annually to THECB the manner in which the institution has implemented the uniform strategy. SECTION 2. Requires THECB to adopt a uniform strategy to identify, attract, retain, and enroll students that reflect the population of this state as required by Section 61.086, Education Code, as added by this Act, not later than January 1, 2000. SECTION 3. Emergency clause. Effective date: upon passage.
