BACKGROUND AND PURPOSE 

Current law does not provide non-profit crime victim organizations a
portion of the drug-related crime monies and assets seized and forfeited.
H.B. 1753 allows county commissioners to consider and determine the
eligible crime victim organizations applying for those forfeited funds.
This bill sets out conditions for eligibility. 
 
RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Article 59.06, Code of Criminal Procedure, to include
specified additional nonprofit organizations among the entities for which
the governing body of the political subdivision is required to use funds
received under this subchapter.  Defines "victim."  Redesignates
Subsections (i)-(k) to (k)-(m).  Makes conforming and nonsubstantive
changes.  

SECTION 2.  Effective date: January 1, 2000.

SECTION 3.  Emergency clause.
