SRC-PNG H.B. 1848 76(R)BILL ANALYSIS Senate Research CenterH.B. 1848 76R5314 SMJ-DBy: King, Tracy (Brown) Natural Resources 4/12/1999 Engrossed DIGEST The 75th Legislature enacted legislation transferring the Texas Water Well Drillers Advisory Council and the Water Well Drillers and Pump Installers Program (program) from the Texas Natural Resource Conservation Commission to the Texas Department of Licensing and Regulation (department). This change in jurisdiction removed the program from representation on the Texas Groundwater Protection Committee (committee). This bill would add a representative of the program chosen by the director of the department to the committee. PURPOSE As proposed, H.B. 1848 adds a representative of the Water Well Drillers and Pump Installers Program, chosen by the director of the Texas Department of Licensing and Regulation, to the Texas Groundwater Protection Committee. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 26.403(c), Water Code, to add a representative of the Water Well Drillers and Pump Installers Program (program) of the Texas Department of Licensing and Regulation (department) selected by the executive director of the department to the Texas Groundwater Protection Committee (committee). SECTION 2. Requires the executive director of the department to appoint to the committee a representative of the program, as soon as possible on or after the effective date. SECTION 3. Emergency clause. Effective date: upon passage.
