DIGEST 

To encourage private investment in the transportation infrastructure of the
Texas-Mexico border region, H.B. 1861 would require the Texas
Transportation Commission to provide for increased private investment in
the transportation infrastructure in specific counties of the border
region. 

PURPOSE

As proposed, H.B. 1861 requires the Texas Transportation Commission to
provide for increased private investment in the transportation
infrastructure in specified counties in the border region. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 201.109(b), Transportation Code, to require the
Texas Transportation Commission, in carrying out this section, to increase
private investment in the transportation infrastructure in the border
region, including in certain specific counties, to the extent allowed by
applicable law. 

SECTION 2.  Effective date: September 1, 1999.

SECTION 3.Emergency clause.

by applicable law.
