HBA-NLM H.B. 1914 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 1914 By: Oliveira Appropriations 4/16/1999 Introduced BACKGROUND AND PURPOSE Many state-funded programs require political subdivisions competing for the programs to match the funds provided. Often, city revenues are previously committed to other local projects. Committed revenue, along with low tax bases, place many of these cities at a competitive disadvantage. H.B. 1914 requires the Legislative Budget Board to review each state funding formula that requires local matching funds to determine whether the requirement of local matching funds creates an undue burden on the revenues of political subdivisions located in economically disadvantaged counties. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. DEFINITION. Defines "economically disadvantaged count." SECTION 2. REVIEW OF FUNDING FORMULAS. Requires the Legislative Budget Board (LBB) to review each state funding formula that requires local matching funds to determine whether the requirement of local matching funds creates an undue burden on the revenues of political subdivisions located in economically disadvantaged counties. SECTION 3. REPORT. Requires the LBB to submit a report to certain authorities detailing the results of its review and proposing alternatives to current matching funding formulas. SECTION 4. Effective date: September 1, 1999. Expiration date: September 1, 2000. SECTION 5. Emergency clause.
