HBA-DMD H.B. 1922 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 1922 By: Chisum County Affairs 3/29/1999 Introduced BACKGROUND AND PURPOSE Under current law, nine members are required to serve on the Booker Hospital District board of directors (board). Since Booker is a town with approximately 1,300 citizens, it may be difficult to find qualified recruits willing to serve on the hospital board. H.B. 1922 lowers the number of board members from nine to seven. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 3(e), Chapter 411, Acts of the 58th Legislature, Regular Session, 1963, as follows: (e) Sets forth that the Booker Hospital District (district) is governed by a board of seven directors to be elected at large from the entire district, with three, rather than five, directors to be elected in odd numbered years. Deletes text referring to the names of the directors and to the dates that the directors' terms expire. SECTION 2.Effective date: September 1, 1999. Establishes dates for the election of directors and sets requirements for term lengths. Makes application of this Act prospective to the election date of May 6, 2000. SECTION 3.Emergency clause.
