HBA-NMO H.B. 1925 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 1925 By: Carter House Administration 3/16/1999 Introduced BACKGROUND AND PURPOSE Currently, the flag of this state is flown above the north door of the Capitol. It was traditionally flown at or above the south door of the Capitol, but was moved to its current position during recent renovations to the Capitol. H.B. 1925 requires that the flag of the State of Texas be flown above the south door of the Capitol and the flag of the United States be flown above the north door of the Capitol. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Chapter 443, Government Code, by adding Section 443.024, as follows: Sec. 443.024. DISPLAY OF THE TEXAS AND UNITED STATES FLAG. Requires that the flag of the State of Texas be flown above the south door of the Capitol and the flag of the United States be flown above the north door of the Capitol. SECTION 2. Emergency clause. Effective date: 90 days after adjournment.
