HBA-DMD, NIK H.B. 2019 76(R)BILL ANALYSIS Office of House Bill AnalysisH.B. 2019 By: Staples Land & Resource Management 9/15/1999 Enrolled BACKGROUND AND PURPOSE Prior to the 76th Legislature, the Texas Department of Mental Health and Mental Retardation (department) owned a 1,023 acre property that houses the Rusk State Hospital. H.B. 2019 allows the department to sell the acreage to the City of Rusk. The proceeds from the sale will be deposited to the credit of the department in the Texas Capital Trust Fund established under Chapter 2201 (Texas Capital Trust Fund), Government Code.
