HBA-NLM H.B. 2226 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 2226 By: Cuellar Appropriations 4/8/1999 Introduced BACKGROUND AND PURPOSE The 73rd Legislature enacted H.B. 41 which established The Texas Academy of Foreign Languages and Culture. During the legislative process the bill was amended to prohibit general revenue being appropriated for the programs of the academy. H.B. 2226 repeals Section 2, Chapter 609, Acts of the 73rd Legislature, Regular Session, 1993, to effectively remove the prohibition on general revenue appropriations for the costs of implementing the act establishing the Texas Academy of Foreign Languages and Culture. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Repealer: Section 2, Chapter 609, Acts of the 73rd Legislature, Regular Session, 1993, relating to the prohibition on the general revenue appropriations for the costs of implementing the act establishing the Texas Academy of Foreign Languages and Culture. SECTION 2. Emergency clause. Effective date: upon passage.
