DIGEST 

Currently, the University of Texas Medical Branch at Galveston (UTMB)
provides health care for individuals who have no insurance and cannot pay
for their health care.  Changes to Medicaid and Medicare reimbursement have
resulted in decreases to UTMB's reimbursement of over $28 million, which
hinders UTMB's ability to care for indigent Texans.  H.B. 2236 requires the
Health and Human Services Commission to contract with certain managed care
organizations and to provide health care services through Medicaid managed
care.   

PURPOSE

As proposed, H.B. 2236 requires the Health and Human Services Commission to
contract with certain managed care organizations and to provide health care
services through Medicaid managed care.   

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 533.004, Government Code, by amending Subsection
(a) and adding Subsection (b), to require the Health and Human Services
Commission to contract with certain managed care organizations and to
provide health care services through Medicaid managed care. 
Makes a nonsubstantive change.

SECTION 2. Emergency clause.
  Effective date:  upon passage.
