DIGEST 

Currently, Section 8(h)(10), Article 21.49, Insurance Code, provides that
the filing of a rate change for commercial windstorm insurance may not vary
by 15 percent from the rate in effect on September 1, 1995. Absent
legislative action, this provision will expire on January 1, 2001.  H.B.
2252 keeps the 15 percent limitation by changing the expiration date to
January 1, 2003. 

PURPOSE

As proposed, H.B. 2252 revises the expiration date of a provision that the
filing of a rate change for commercial windstorm insurance may not vary by
15 percent from the rate in effect on September 1, 1995.  

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 8(h)(10), Article 21.49, Insurance Code, to
provide that this subdivision expires January 1, 2003, rather than
2001,under specified conditions.  

SECTION 2. Effective date: September 1, 1999.

SECTION 3. Emergency clause.
