DIGEST 

Currently, there is a Life Skills Building on the campus of the Texas
School for the Blind and Visually Impaired.  Ann P. Silverrain worked as a
teacher for students in Austin, and while working at the Education Service
Center in San Antonio she developed braille textbooks which were used
across Texas.  H.B. 2299 would honor Ann P. Silverrain by naming the Life
Skills Building the Ann P. Silverrain Building. 

PURPOSE

As proposed, H.B. 2299 names the Life Skills Building on the campus of the
Texas School for the Blind and Visually Impaired the Ann P. Silverrain
Building, in honor of Ann P. Silverrain. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Chapter 30B, Education Code, by adding Section 30.029,
as follows: 
 
Sec.  30.029.  ANN P. SILVERRAIN BUILDING.  Provides that the Life Skills
Building on the campus of the Texas School for the Blind and Visually
Impaired is named the Ann P. Silverrain Building in honor of Ann P.
Silverrain. 

SECTION 2.  Emergency clause.
  Effective date:  upon passage.
