DIGEST 

Currently, the judges of the district courts who have jurisdiction in
Angelina County are not required to appoint a bailiff.  The bailiffs in
Angelina County are funded through the district court and are under the
authority of the sheriff.  The authority granted to the sheriff's office
requires that the office maintain all records relating to the bailiff's
commission through the Texas Commission on Law Enforcement Officer
Standards and Education.  H.B. 2313 would require judges of the district
courts having jurisdiction in Angelina County to appoint a bailiff. 

PURPOSE

As proposed, H.B. 2313 requires judges of the district courts having
jurisdiction in Angelina County to appoint a bailiff. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 53.001(a), Government Code, to require the
judges of the district courts having jurisdiction in Angelina County to
appoint a bailiff. 

SECTION 2. Effective date: September 1, 1999.

SECTION 3.Emergency clause.
