DIGEST 

Currently, a civil service director serves as the administrator for a
municipal civil service commission. The commission hears appeals regarding
a suspension or termination of a fire fighter or a police officer. In a
county with a population of less than 1.5 million, the director must reside
within city limits.  H.B. 2314 would allow certain civil service directors
to reside outside the city limits. 

PURPOSE

As proposed, H.B. 2314 authorizes certain civil service directors to reside
outside the city limits. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 143.012(b), Local Government Code, to delete
"three years" from language describing a residency requirement for certain
persons under consideration for appointment as the director of certain
civil services commissions. 

SECTION 2.Effective date: September 1, 1999.

SECTION 3.Emergency clause.
