HBA-RBT H.B. 2346 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 2346 By: Culberson Criminal Jurisprudence 4/7/1999 Introduced BACKGROUND AND PURPOSE Current law grants no limitation to the penalty imposed on persons convicted of murder or manslaughter. H.B. 2346 adds to this list the crime of leaving the scene of an accident if the accident resulted in the death of the victim. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Article 12.01, Code of Criminal Procedure, to provide that there is no statute of limitation for leaving the scene of an accident where the accident results in the death of a person. SECTION 2. Makes application of this Act prospective. SECTION 3. Effective date: September 1, 1999. SECTION 4. Emergency clause.
