DIGEST 

Currently, the existing provision for two-year terms for members of the
Crime Stoppers Advisory Council (council) contributes to a loss of
continuity and experience on the council.  H.B. 2397 would increase the
terms of a member of the council from two years to four years. 

PURPOSE

As proposed, H.B. 2397 increases the terms of a member of the Crime
Stoppers Advisory Council from two years to four years. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 414.002(c), Government Code, to provide that the
term of office of a member of the Crime Stoppers Advisory Council (council)
is four years, rather than two. 

SECTION 2. Requires the members of the council to draw for three terms
expiring September 1, 2000, and two terms expiring September 1, 2001, at
their first meeting after this Act takes effect. 

SECTION 3. Emergency clause.
           Effective date:  90 days after adjournment.
