HBA-TYH H.B. 2422 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 2422 By: Salinas Economic Development 3/18/1999 Introduced BACKGROUND AND PURPOSE Working couples, single parents, and persons caring for elderly family members are finding it increasingly difficult to manage their work and family responsibilities. Employers who take into account the needs of the family may reap benefits such as improved employee morale, increased job productivity and performance, and reduced tardiness and absenteeism. H.B. 2422 requires the Texas Work and Family Policies Clearinghouse to assign an employee to work exclusively with state agencies to identify, develop, and implement policies that assist agency employees in meeting their responsibilities to their work and to their family. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 81.009, Labor Code, to require, rather than authorize, the Work and Family Policies Clearinghouse to assign an employee to serve as a work-family facilitator who shall be responsible for assisting state agencies in developing work policies that assist agency employees in meeting their responsibilities to their work and to their families. SECTION 2. Effective date: September 1, 1999. SECTION 3. Emergency clause.
