DIGEST 

The Houston Downtown Management District was created to revitalize downtown
Houston and has powers similar to a municipal district, such as levying an
assessment on commercial property owners to finance improvements and
services in the downtown area.  H.B. 2490 enlarges the boundaries of the
Houston Downtown Management District. 

PURPOSE

As proposed, H.B. 2490 enlarges the boundaries of the Houston Downtown
Management District. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  ENLARGEMENT OF BOUNDARIES.  Enlarges the boundaries of the
Houston Downtown Management District, Chapter 376A, Government Code, to
include certain territory.  Sets forth official boundaries of annexed
areas. 

SECTION 2.  FINDINGS RELATED TO ENLARGED BOUNDARIES.  Provides that a
closure is formed by the boundaries and field notes of the enlarged Houston
Downtown Management District.  Sets forth matters which certain mistakes do
not affect. 

SECTION 3.  VALIDATION.  Provides that Houston Downtown Management District
acts and its proceedings which occur prior to the effective date of this
Act are validated as of the dates they occurred. 

SECTION 4.  EMERGENCY.  Creates the emergency clause, and provides that
this Act is effective 90 days after adjournment.
