It was discovered that the old procedure was more efficient. H.B. 2535 reinstates the old procedure by creating justification for the dismissal of a charge involving the failure to maintain financial responsibility for a motor vehicle, relating to the production of a certain document to the court. PURPOSE As proposed, H.B. 2535 creates justification for the dismissal of a charge involving the failure to maintain financial responsibility for a motor vehicle, relating to the production of a certain document to the court. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 601.193, Transportation Code, to provide that a defense consists of a certain document produced to the court. Requires the court to dismiss the charge subsequent to verification of a document. SECTION 2. Effective date: September 1, 1999. Makes application of this Act prospective. SECTION 3. Emergency clause.
