DIGEST 

Currently, under Texas law, a motor vehicle must have an annual safety
inspection unless it falls under a list of exemptions.  This bill would
exempt from the compulsory vehicle inspection requirement the sale of a
motor vehicle that is transported out of state for use exclusively outside
the state. 

PURPOSE

As proposed, H.B. 2538 exempts from the compulsory vehicle inspection
requirement the sale of a motor vehicle that is transported out of state
for use exclusively outside the state. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 548.052, Transportation Code, to provide that
this chapter does not apply to a former military vehicle, as defined under
Section 502.275, rather than under Section 502.275(o), or to a vehicle
qualified for a tax exemption under Section 152.092, Tax Code.  Makes
nonsubstantive changes. 

SECTION 2. Emergency clause.
  Effective date: upon passage.
