HBA-MPM H.B. 2552 76(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 2552 By: Hochberg Public Education 4/18/1999 Introduced BACKGROUND AND PURPOSE Over the past decade, state academic standards have compelled classroom teachers to focus on teaching certain basic skills and knowledge in order to help students pass the Texas Assessment of Academic Skills (TASP) test. H.B. 2552 requires the Texas Education Agency to develop specific academic assessment standards for student products developed for gifted and talented students at the fourth, eighth, and exit levels, and requires the superintendent or the superintendent's designee to report to the board of trustees annually on the progress of the gifted and talented students at the superintendent's school. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 29, Subchapter D, Education Code, by adding Section 29.125, as follows: Section 29.125. STUDENT ASSESSMENT STANDARDS. Requires the Texas Education Agency to develop assessment standards for grades four, eight, and exit for student products that are developed as part of services for gifted students. Requires the superintendent or superintendent's designee to present annual reports to local boards of trustees on the level of attainment achieved by students participating in services for gifted students. SECTION 2. Effective date: September 1, 1999. SECTION 3. Emergency clause.
