DIGEST 

Currently, counties with a population of over 2.8 million, such as Harris
County, can do construction, renovation, and maintenance projects on their
own buildings without a city permit, if they use their own personnel. In
contrast, Tarrant County building projects on county-owned improvements
have been delayed for up to six weeks while waiting for the appropriate
city permit. H.B. 2626 would allow counties with a population of 250,000 or
more to proceed with construction and renovation work on county-owned
improvements without a city permit, if they use their own personnel. 

PURPOSE

As proposed, H.B. 2626 allows counties with a population of 250,000 or more
to proceed with construction and renovation work on county-owned
improvements without a city permit, if they use their own personnel. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 212.903(a), Local Government Code, to provide
that this section applies only to a county with a population of 250,000 or
more, rather than 2.8 million. 

SECTION 2. Emergency clause.
           Effective date: upon passage.
