DIGEST 

Currently, purchasing agents employed by a commissioners court under
Section 262.0115, Local Government Code, do not have the same purchasing
authority and functions as those appointed by a board under Section
262.011.  This bill would establish a requirement relating to the functions
of purchasing agents employed by a commissioners court of a county with a
population of more than 100,000. 

PURPOSE

As proposed, H.B. 2662 establishes a requirement relating to the functions
of certain county purchasing agents. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 262.0115(d), Local Government Code, to require a
purchasing agent employed by a commissioners court of a county with a
population of more than 100,000 to carry out functions prescribed by law
for a purchasing agent under Section 262.011.  

SECTION 2.Emergency clause.
  Effective date: upon passage.
