BACKGROUND AND PURPOSE

Under current law, purchasing agents appointed by the commissioners court
under Section 262.0115 (Purchasing Agents in Counties With Population of
More Than100,000), Local Government Code, do not have the same purchasing
authority and purchasing functions as those appointed by a board under
Section 262.011 (Purchasing Agents). H.B. 2662 includes the functions of a
purchasing agent appointed under Section 262.011 among the functions of a
purchasing agent appointed under Section 262.0115.

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution.
