DIGEST 

Currently, under Texas law, county commissioners courts are not permitted
to authorize payment for continuing education expenses incurred by elected
county and precinct officers.  In addition, there is no specific
authorization to compensate an elected officer for attending educational
programs prior to taking office.  This bill would authorize a county
commissioners court to authorize a payment to be made for certain
continuing education expenses incurred by a county or precinct officer. 

PURPOSE

As proposed, H.B. 2663 authorizes a county commissioners court to authorize
a payment to be made for certain continuing education expenses incurred by
a county or precinct officer. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Chapter 152Z, Local Government Code, by adding Section
152.907, as follows: 

Sec.  152.907.  CONTINUING EDUCATION EXPENSES FOR COUNTY AND PRECINCT
OFFICERS.  Authorizes a county commissioners court to authorize that
payment of reasonable continuing education expenses incurred by a county or
precinct officer if the expenses are related to the officer's official
duties, including expenses incurred by the officer between the general
election at which the officer is elected and the beginning of the officer's
term of office. 

SECTION 2. Emergency clause.
  Effective date: upon passage.
