SRC-ARR H.B. 2724 76(R) BILL ANALYSIS Senate Research Center H.B. 2724 76R10051 DB-DBy: Pickett (Shapleigh) Intergovernmental Relations 5/3/1999 Engrossed DIGEST Under current law, the juvenile board of El Paso County is composed of the county judge, El Paso County's family district court judges and juvenile court judges, and up to five judges serving on the El Paso Council of Judges. The Texas Judicial Council proposes that judges from other local courts having jurisdiction over juveniles should be included on the El Paso County Juvenile Board in order to permit all of the courts with jurisdiction over juveniles to work together to address juvenile crime. H.B. 2724 would add a justice of the peace and a municipal court judge to the El Paso County Juvenile Board. PURPOSE As proposed, H.B. 2724 sets forth the composition of the El Paso County Juvenile Board. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 152.0771(a), Human Resources Code, to provide that the juvenile board of El Paso County is composed of certain persons, including a municipal judge and justice of the peace from El Paso County selected by the chairman of the juvenile board of El Paso County. SECTION 2. Effective date: September 1, 1999. SECTION 3. Emergency clause.
