DIGEST 

Current law provides that a risk pool (pool) may be administered by a staff
employed by the pool, an entity created by a political subdivision
participating in the pool, or a third-party administrator. H.B. 2754 allows
the pool to be administered by a staff or entity that administers another
pool under Chapter 172 (Texas Political Subdivisions Uniform Group Benefits
Program), Local Government Code.  

PURPOSE

As proposed, H.B. 2754 establishes conditions regarding the administration
of risk pools that provide health and accident coverage for political
subdivisions. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 172.006(b), Local Government Code, to authorize
a pool to be administered by a staff employed by the pool, an entity
created by the political subdivision or group of political subdivisions
participating in the pool, a staff or entity that administers another pool
established under this chapter, or a third party administrator. 

SECTION 2.  Effective date: September 1, 1999.

SECTION 3.  Emergency clause.
