DIGEST 

Currently, hundreds of disabled veterans use the DV license plates on one
vehicle under the present statute.  As with many households, many veterans
own more than one vehicle.  Often the vehicle with the DV plates may at
some point be out of commission and the veteran does not get the full
benefit from the special license plates.  This bill would authorize
veterans to purchase a second set of special license plates. 

PURPOSE

As proposed, H.B. 2768 requires the Texas Department of Transportation to
issue special license plates for vehicles owned by veterans of the United
States armed forces. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 502.054, Transportation Code, by amending
Subsections (a), (b), (c), (d), (g), and (h), and adding Subsection (i), to
require the Texas Department of Transportation (TxDOT) to issue special
license plates for vehicles that are owned by veterans of the United States
armed forces.  Entitles a veteran to register one or more passenger cars,
rather than car, or light trucks under this section under certain
condition, rather than without payment of a registration fee.  Requires
license plates issued under this section to include certain words and
letters.  Requires an application for registration under this section to be
accompanied by the fee prescribed by Subsection (g), rather than of $3.
Provides that the fee for issuance of license plates under this section is
$3 for the first set of license plates and the applicable annual fee
prescribed by Section 502.161 for each additional set of license plates.
Deletes a provision requiring TxDOT to issue specially designed plates for
registration. Deletes a  provision regarding the invalidation of license
plates.  Makes conforming and nonsubstantive changes.   

SECTION 2. Effective date: September 1, 1999.

SECTION 3. Emergency clause.
