DIGEST 

Sam Waldrop was appointed to the State Highway and Public Transportation
Commission in 1978 and served as the chairman of the commission from 1979
to 1983.  Naming an interchange in his honor would pay tribute to Mr.
Waldrop.  H.B. 2819 would designate an interchange located in Abilene,
Texas, as the "Sam Waldrop Interchange." 

PURPOSE

As proposed, H.B. 2819 designates an interchange located in Abilene, Texas,
as the "Sam Waldrop Interchange." 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Chapter 225B, Transportation Code, by adding Section
225.041, as follows: 

Sec. 225.041.  SAM WALDROP HIGHWAY INTERCHANGE.  Designates the interchange
located U.S. Highways 83 and 84 and Loop 322 in Abilene as the Sam Waldrop
Interchange. Requires the Texas Department of Transportation (TxDOT) to
design and construct memorial markers indicating the interchange number,
the designation as the Sam Waldrop Interchange, and any other appropriate
information.  Requires the TxDOT to erect a marker at each end of the
interchange and at appropriate intermediate sites along the interchange. 

SECTION 2.Emergency clause.
  Effective date: upon passage.
