DIGEST 

Currently, Texas law prohibits a holder of a package store permit from
selling more than five gallons of vinous liquor in a single transaction and
a holder of a wine only package store permit from selling more than five
gallons of ale, wine, and vinous liquor in a single transaction.  Consumers
who want to purchase more than five gallons of wine, ale, or vinous liquor
may find it inconvenient to have to conduct more than one transaction.
H.B. 2856 would repeal Sections 22.09 and 24.08, Alcoholic Beverage Code,
regarding a limit on a single transaction. 

PURPOSE

As proposed, H.B. 2856 repeals Sections 22.09 and 24.08, Alcoholic Beverage
Code, regarding a limit on a single transaction. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Repealer:  Section 22.09, Alcoholic Beverage Code (Limit on
Single Transaction). 
            Repealer:  Section 24.08, Alcoholic Beverage Code (Limit on
Single Transaction). 

SECTION 2. Effective date: September 1, 1999.

SECTION 3. Emergency clause.
