DIGEST 

Currently, the expense and time involved in sending temporary jailers to
required training classes often restricts these jailers from becoming
certified, so their employment may continue beyond the first year.  Many
counties wish to utilize correctional officers as part-time temporary
jailers, but the training requirements are often prohibitively time
consuming.  H.B. 2971 exempts certain correctional officers from training
requirements when seeking part-time employment as a county jailer. 

PURPOSE

As proposed, H.B. 2971 exempts certain correctional officers from training
requirements when seeking part-time employment as a county jailer.  

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 415.054, Government Code, by amending Subsection
(a) and adding Subsection (d), to exempt certain potential part-time county
jailers from a requirement to complete the training requirements of this
section, under the Texas Department of Criminal Justice's guidelines.
Makes conforming changes. 

SECTION.  2.  Effective date:  September 1, 1999.

SECTION 3.  Emergency clause.
