DIGEST 

Currently, disabled veterans and recipients of the Congressional Medal of
Honor are exempt from county parking fees.  However, former prisoners of
war and Purple Heart recipients are not granted this same exemption.  H.B.
3114 allows certain former distinguished soldiers to park free in any
county parking facility by authorization of the commissioners court of a
county. 

PURPOSE

As proposed, H.B. 3114 allows certain former distinguished soldiers to park
free in any county parking facility by authorization of the commissioners
court of a county. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Chapter 445A, Local Government Code, by adding Section
445.004, as follows: 

Sec.  445.004.  FREE PARKING IN COUNTY PARKING FACILITIES.  Authorizes the
commissioners court of a county to allow certain former distinguished
soldiers to park free in any county parking facility.  Authorizes the
commissioners court of a county to adopt procedures to administer this
section, including status verification procedures. 

SECTION 2.Emergency clause.
  Effective date:  90 days after adjournment.
