The majority of the trustees must be civilians, and all of the trustees may be civilian. There is a concern that most of the initial term of a new board member is spent simply becoming educated about the district. Additionally, the term for board members of other public independent school districts in Texas is typically three years. HB. 3158 would require the board of trustees of military reservation districts to be composed of three, five, or seven trustees, and would authorize the State Board of Education to appoint trustees for terms of two, three, or four years in military reservation districts. PURPOSE As proposed, C.S.H.B. 3158 requires the board of trustees of military reservation districts to be composed of three, five, or seven trustees, and authorizes the State Board of Education to appoint trustees for terms of two, three, or four years terms in military reservation districts. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Sections 11.352(a) and (b), Education Code, to require the State Board of Education to appoint for each military reservation district established under Section 11.351 a board of three, five, or seven trustees. Requires the list of qualified persons to be furnished to the State Board of Education by the commanding officer of the military reservation. Provides that the trustees appointed serve terms of two, three, or four years, as determined by the State Board of Education. Makes conforming changes. SECTION 2. Emergency clause. Effective date: upon passage. SUMMARY OF COMMITTEE CHANGES SECTION 1.
