Committee Report (Substituted)

DIGEST

Currently, the State Board of Education is authorized to appoint a board of
three to five trustees for two-year terms for each military reservation
school district. The majority of the trustees must be civilians, and all
of the trustees may be civilian. There is a concern that most of the
initial term of a new board member is spent simply becoming educated about
the district. Additionally, the term for board members of other public
independent school districts in Texas is typically three years. HB. 3158
would require the board of trustees of military reservation districts to be
composed of three, five, or seven trustees, and would authorize the State
Board of Education to appoint trustees for terms of two, three, or four
years in military reservation districts.

PURPOSE

As proposed, C.S.H.B. 3158 requires the board of trustees of military
reservation districts to be composed of three, five, or seven trustees, and
authorizes the State Board of Education to appoint trustees for terms of
two, three, or four years terms in military reservation districts.

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency.
