DIGEST 

Currently, only certain agencies may share information regarding convicted
felons.  The sharing of information among agencies provides continuity of
care to offenders with mental or physical impairments.  H.B. 3256 would
amend current law to authorize the sharing of information regarding special
needs offenders to include criminal justice, human services, and
educational agencies. 

PURPOSE

As proposed, H.B. 3256 authorizes the sharing of information between
certain agencies regarding a special needs offender. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 614.017, Health and Safety Code, to authorize an
agency to disclose information about the identity of a special needs
offender, including the offender's supervision status and compliance with
conditions of supervision.  Redefines "agency" and "special needs
offender." Deletes text regarding an agency authorized to provide
continuity of care for a special needs offender. 

SECTION 2.Emergency clause.
  Effective date: upon passage.
