BACKGROUND AND PURPOSE

Prior to the 76th Legislature, cities counties, hospital authorities, and
some other governmental units were permitted to issue commercial paper
notes backed by revenue in order to purchase equipment and upgrade
facilities, however, hospital districts were not permitted to issue
commercial paper notes. H.B. 3299 permits this practice by including
certain hospital districts in the definition of an "issuer."

not expressly delegate any additional rulemaking authority to a state
